Thank you for this, I went to community college years ago and my school email was still connected, therefore windows wouldn't let me remove my pin and seemed to think i was part of an organization. As soon as i disconnected the school email account i was able to remove my pin.

can you also check if there is any group policy being applied, unwantedly?
you can run this in an elevated powershell:
rsop.msc
it will open up group policy editor console and if any policy is being applied, you will be able to see it when you browser the categories.
