Windows10 Windows Update installation fails with error 0x80070003 for language packs

When attempting to install a language pack update via Windows Update, the installation process aborts with error code 0x80070003, indicating that the required update package cannot be found. However, the system functions normally in both the current and target languages.

Even if you manually download the language pack from the Microsoft Update catalog, the error persists, and you must reinstall the language pack to resolve it.

You mentioned that you've already tried this, but if the system has a fundamental mismatch in its language settings, a manual reinstall may be necessary.

  • Error 0x80070003 means the update process cannot find an expected path or package. A downloaded catalog package may not help because Windows language support uses Features on Demand components that must match the edition, architecture, and build.

In Settings, Time & language, Language & region, open the target language’s options and note components. Remove that language, restart, then add it again from Settings and let Windows Update retrieve the matching language pack, speech, handwriting, and basic-typing components. Run the Windows Update troubleshooter if installation fails. Next, run DISM /Online /Cleanup-Image /RestoreHealth followed by sfc /scannow.

On a managed device using WSUS or Configuration Manager, ask the administrator to verify the Features on Demand source and policy permitting optional-content retrieval. Do not mix packages from another Windows build. Standard Windows 10 support has ended, so confirm eligibility for Windows 11 or an Extended Security Updates program after restoring the language.

As a last resort, you can perform an in-place upgrade using the Windows 11 Installation Assistant or an ISO file. This reinstalls Windows while keeping your personal files and applications, effectively repairing the OS without a clean install.
