Windows10 Remove everything reset option fails with error There was a problem resetting your PC

When using the Remove everything option in Settings > Update & Security > Recovery, the reset process fails due to an error indicating a problem occurred while resetting the PC.

The error occurs before the reset begins and persists even after multiple retries. Although running the reset from the recovery environment or using a USB installation medium may be successful, the built-in reset feature remains unavailable.

    This usually points to a problem with the Windows Recovery Environment or the files Windows uses for the built in reset process. If resetting from a USB installation media works, that would make the recovery environment a likely place to investigate.

    I would check whether Windows RE is enabled and working correctly, and also run SFC and DISM to make sure the system files are not corrupted. If those checks are clean but the Settings reset still fails, using installation media may be the more reliable option.
