Windows10 Ctrl + Alt + Del screen takes several seconds to appear after keypress

When you press Ctrl + Alt + Del to open the Security Options screen, there is a noticeable delay before the blue screen displaying the various options appears.

This delay occurs even when the system is otherwise responding normally. The issue is more pronounced on systems with older hardware after the system has been running continuously for several days.
