Windows Update Error when upgrading to 1709

On most (at least 4 out of 5) PC's that I try to update to 1709 using windows updates, the update fails.  We do not want to have to take the PC's away for the user to manually reinstall windows to get them to1709.  Is there anyone else having this issue?  What is the fix?
