At this point you'd better contact Asus support and be guided by them.
I suspect it's an hardware issue.

It's not hardware. I have exactly the same problem on an Acer Aspire desktop PC:
Processor Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz 3.20 GHz
Installed RAM 8.00 GB (7.81 GB usable)
System type 64-bit operating system, x64-based processor
I, too, have tried all of the above with an equal lack of success.

That should be XC-705

It's an aged model, unsupported from the house since 2016.

Could you please get in touch with Acer's support and ask if it still support Windows 10?
- RanSG4Nov 28, 2020Copper ContributorPC was delivered with Win10 installed and has been kept up to date throughout it’s life. If the hardware is not able to support the latest updates from MS then either Acer or MS themselves should prevent them from being installed. Apple have no problem with this approach
