Windows stuck while restart /shuntdown

How to trace or fix this problem?   The PC  on the screen:  restarting.... but not turn out any %.

I just find  the  windows modules installer  stop my pc restart/shutdown.

       I connect the PC with  AD management tools  .  Find the services:  windows modules installer 

is stopping... 

      I  think the system may have any application not install finished .But I can NOT find any evidence.

      Sometime I get an  error " User 'SYSTEM' has previously initiated an install for [software name] Click-to-Run Extensibility Component. That user will need to run that install again before they can use that product. Your current install will now continue ."

   when I install or uninstall applications will got  up error .   

Win10/11 both have this problem.

    Checking the Windows Update settings (Settings > Update & Security > Windows Update). Running the built-in troubleshooter (Settings > Update & Security > Troubleshoot > Windows Update Troubleshooter). And use the Microsoft Deployment Toolkit (MDT) to scan for pending installations.
