Windows IoT Enterprise 21H2, HORM feature not working

I am trying to enable HORM on my Windows 10 Enterprise 21H2 SoM, but it does not seem to be working. I'm following this link as reference - Hibernate Once/Resume Many (HORM) | Microsoft Learn

I am able to enable UWF - HORM through the command line as described in the link above just fine. However, after the initial hibernation, if I shutdown or restart the computer, it does not keep any of the apps open.

Any help on how to solve this issue?
