windows defender PUA disabled automatically

windows defender PUA disabled automatically，even if set it enable in group policy and powershell.
why？
win10 19555 edition

    Hi microcloud 

    I'm also on Insider fast ring build 19555, It stays on even after hours I turn on my PC.
