Windows Capture 3D - Where is it?

So, now that Windows 10 1709 is out, where is the Windows Capture 3D mobile app we've been shown last year and was supposed to come out wit 1703?

Haven't seen any news about that. If it is not coming, can anyone point me to some resources on how to "easily" create 3D objects out of real life objects?

        Here is the official statement about it:
        "We envision the functionality being available across platforms, and we’re working to bring to mobile devices in the future."
