Based on the nature of the issue described, I would advise to attempt a startup repair on the Operating System if this has not already been done to validate the integrity of the system boot files.

I have run command prompt using sfc /SCANNOW today
In the past few days I have run startup repair with windows 10 recovery cd in the cd drive many times
