Windows 7 theme style on Windows 11 PC for legacy user

- Yes. You have to tweak the theme by yourself. The stock theme does not provide such option.

- Taskbar Alignment:
Right-click on the taskbar and select Taskbar settings.
Under Taskbar behaviors, change the Taskbar alignment from Center to Left.
