Windows 10here can users view public rating data of Windows Spotlight wallpapers
Users can rate Windows 10 Spotlight lock screen wallpapers, but where does Microsoft publish the aggregated popularity scores of these pictures?

As far as I know, Microsoft doesn’t provide a public dashboard or API showing aggregated popularity/rating scores for individual Windows Spotlight wallpapers. The ratings are mainly used internally to improve Spotlight recommendations.
You may find the actual Spotlight image files and metadata locally, but that doesn’t mean the underlying aggregate ratings are publicly exposed. So if you’re looking for a “most popular Spotlight wallpapers” database from Microsoft, I don’t believe there’s an official one.
