windows 10 update fails - rolls back and destroys RPC

Hi,

After a regular windows update it says it failed and rolled it back but it removed everything from networking on this pc and no matter what I do Im unable to restore network connectivity.

I looked at registry settings and services and the services claim to be running yet when I go into network settings there is no information about the network adapter, that whole thing is completely gone.

Any suggestions ? Seems no matter what I do RPC thinks its running but apparently it is not, can I somehow download something onto a usb stick and install a fix from there ?

resetting network setting does nothing its like the whole rpc system is damanged.
