CondeDracula my solution ended up that the default location in the settings was not accurately set, which seems tied to the fact that I deny location permissions for windows/bing maps. After I reset the default location, then toggled on/off my automatic time zone function, the clock restored to the proper time. I do not suspect the "automatic time zone" function to work if I travel, as long as I disallow location permissions, but at least I can manually make this correction as needed to avoid calendar/appointment planning disasters.
