Windows 10 System32 Tux-icon exe pops up brief CMD window

What is the penguin-logo executable in Windows 10 System32 that flashes a quick Linux Kernel command prompt?

    Corrupted system files can cause the Tux-icon.exe process to malfunction and display a brief CMD window.
