Windows 10 Firewall cannot add rules; an Access Denied error is displayed, but existing rules remain
An attempt to add a new firewall rule failed, and the system displayed an Access Denied error; however, existing rules remain and function normally. I need to understand the possible causes of this permission error and how to resolve it.

Run Windows Defender Firewall as an administrator, or use the `netsh advfirewall firewall add rule` command in the Command Prompt to add a rule.
