Windows 10 - 2024-03 KB5001716 then 2023-10 KB5001716 - causing failure updates thereafter

The Windows 10 Sustained Engineering Team released a Quality Update KB: KB5001716 dated 2024-03 then they released (accidental?) and older, but same KB:  KB5001716 dated 2023-10 causing failure updates thereafter.

Details:

The Windows 10 Support Team is applying troubleshooting and workaround techniques that maybe worked on past similar problems, but they are not working for this current problem. I even saw a post instructing for users to "wait until the next update" because it "should be fixed" in the next update.

Win SE should just fix the accidental "old" update today.
