Window will not print, not even a test page

When trying to print a RTF document from Word 2013 the system Blue Screened and restarted immediately. Upon reboot no printers were able to print even a test page.

Removed all printers and am working with only a local USB connected Printer
Ran icacls %temp% /grant %username%:(OI)(CI)F /T /C - No Change
Ran Troubleshooter - only found that the printer was not set as default
Cleared the Spooler cache
Changed Profiles with the same issue following in that profile

Cannot find any other information on resetting the printer subsystem. At a total lose.
