Win10 Screen flickering occurs when opening the Action Center

When you click the Action Center icon in the system tray, the screen flickers briefly before the notification panel appears.

This issue persists regardless of whether you are using an integrated or discrete graphics card, and it is unrelated to the monitor's refresh rate or resolution.

Disabling hardware acceleration or adjusting display settings does not resolve this issue.

    In Settings > System > Display > Graphics, turn off the GPU hardware acceleration option and restart your computer.

    Use the Display Driver Uninstaller (DDU) tool in Safe Mode to completely remove your current graphics driver, then install the latest driver directly from the manufacturer's website (Intel, NVIDIA, AMD).

    Does Task Manager stay perfectly stable while only the desktop/Action Center flickers? → The issue is caused by a background service or third-party app.
