win10 can't let the intel 770 independent handle video work when the discrete graphic plug in

Platform: ASUS z690 DIY computer

Hardware: 1TB SSD+CPU 12700+NVdia RTX2070 super (DP output)

Software: Microsoft EDGE/Google Chrome/Microsoft Movie TV/Microsoft Media Player

My problem is that when I set up the Intel 770 to handle video work, even if I restart my computer, the RTX 2070 still works.

Movie&TV  and media players can sometimes handle video work independently, but will stop and transfer video decoding tasks to RTX 2070.

I want to set up the Intel UHD 770 to handle daily video work, and only use RTX2070 when playing games.
