Where should I download the msu file of KB5071959?
My OS Version is Windows10 22H2 19045.6456,Windows Update is not available now due to time out of supporting. so I need a offline independent msu package to correct ESU error of register.

Check the official Microsoft Update Catalog for KB5071959. If Microsoft has published a standalone package, that is the place to download it.
- Find the entry matching Windows 10 version 22H2 and your system architecture. Check Settings > System > About > System type to confirm whether you need x64 or x86.
- Open the entry’s details and check any prerequisites in the linked Microsoft support article.
- Click Download and select the .msu link, then run the downloaded file.
If the catalog returns no results, do not substitute a similarly numbered update or download a package from an unofficial site. Some fixes are distributed only through Windows Update or included in a later cumulative update.
Also, Windows 10 reaching end of support does not itself disable Windows Update. A timeout or ESU enrollment error needs to be checked separately, and installing an update does not by itself enroll the PC in ESU.

KB5071959 was published as the way of out-of-band,it can not be found in the Microsoft Update Catalog site.
I had got support by online Microsoft Support, customer service had guided me to check the Integrity of Windows update servie and found no error. Also, OS had be renewed by running
MediaCreationTool_22H2 tool. But ESU can not be registered sucuessfully yet, so it maybe exists some problems and needs KB5071959 to repair. Unfortuately, Windows Update can not be used now and offline msu is not found, then I have to start an new installation of 22H2 with no other choice?
