When pressing Win + R, the input box does not receive focus, and keyboard input does not work.
After pressing the Win + R key combination to open the Run dialog box, there is no blinking cursor in the input field, and typing any characters on the keyboard has no effect.
You must first click inside the input field to enter commands normally.

The Run dialog is part of explorer.exe. If that process is acting up, the dialog can appear without properly receiving focus.
