When I right-click This PC and select Properties, the system settings window won't open.
Right-clicking This PC and choosing Properties should open the About page in Settings, so a blank or nonresponsive result usually points to a damaged Settings registration, Explorer integration, or user profile rather than the This PC shortcut itself. First press Win+R and run ms-settings:about. If that opens correctly, restart Windows Explorer from Task Manager and test the context-menu command again. If it also fails, install pending Windows updates, restart, then run DISM RestoreHealth followed by System File Checker from an elevated terminal. Test again after both commands complete. Next perform a clean boot to rule out third-party shell extensions or customization tools. A new local user account is the final useful comparison: if Properties works there, migrate the affected profile rather than reinstalling Windows. If neither account works after component repair, use an in-place Windows repair installation while preserving files and applications.
