Weird Windows 10 freeze ups

For whatever reason I am getting weird windows 10 freeze ups, its the best thing I can think of to call them, i can move my mouse around and everything, but the clock has frozen and i cant open any program, and cant restart cant log out have to physically push the button every time it happens, ive done a complete computer wipe out and load from scratch but the issue continues, does any one know what could be the cause? and what program i could use to test if a piece of hardware is failing?

    Failing Storage Drive (SSD/HDD): This is the #1 suspect. When a drive starts to fail, it can cause system-wide freezes as Windows waits indefinitely for a response that never comes. The fact that your mouse (which operates independently) still works but nothing else does points strongly to this.

    Overheating: If the CPU or GPU overheats, it will throttle performance and can eventually lock up the system to prevent damage.

    Faulty RAM: Bad memory can cause corruption that leads to system instability and freezes.

    Outdated or Buggy Drivers: Even on a fresh install, a specific driver (especially for a critical component like a chipset, storage controller, or GPU) could be causing the issue.
