Webcam only works with Windows Camera

I'm having issues with my webcam not wanting to work with any other programs. I'm just trying to use it for Discord and OBS but whenever I try to get the webcam to display anything, the activity light flickers then turns off. There are no prompts that pop up asking for webcam access. The only program that the webcam works with is the native camera app in Windows 10. I'm suspecting a privacy setting is blocking it but I don't have the ability to change permissions for anything. I've tried reinstalling drivers, restarting, going through privacy settings, disabling webcam protection in my anti virus (I use ESET) and trying to change the registry (although I couldn't make any of the suggested changes). Anyone ever experienced this or am I missing something that's super obvious?

    Even if you can't change permissions, ensure that the "Allow apps to access your camera" toggle is turned on. You can find this under Settings > Privacy > Camera.
