Version 1809 anomaly

When I try to download the October Update (Version 1809), I get a message saying that I already have the latest version. Also, on the Settings/Windows Update page, in the top right hand corner is a note "What's New - Your device recently got the latest Windows 10 update.....etc". 

However, I don't think I have got it, and if I run the command "Winver" I get a note that I have Version 1803.

Can anyone shed any light on this anomaly please?

    Microsoft recently pulled back the 1809 release updates because of some bugs and will be available in near future once the bugs have fixed.
