Turn Taskbar Icons on and off greyed out.
Everything up to date in Windows 10 Pro, ran DISM ScanHealth and RestoreHealth but in Settings, Turn Icons On and Off are greyed-out.

Please create a new local administrator user:

Log in with it and check if the problem still arises.

That's good news.
Now you'd better transfer the content of your old user's subfolders to the corresponding new one's (Documents, Pictures, Desktop, etc.).
Then you can delete the old and link the new user to your Microsoft Account.
