Trouble Adjusting Settings in Windows 10's Camera Privacy Settings

Greetings everyone:

I've encountered a persistent issue that has left me stumped. I own a Windows Desktop System operating on the latest Windows 10 Version 22H2, build 19045.4651. In general, my system functions smoothly, but a recent addition of a webcam has thrown a curveball. The device connected seamlessly and the standard Windows drivers were installed. My desktop is purely personal, residing in the comfort of my home and not tied to any extensive network.

However, a frustrating situation has arisen as I am unable to access the webcam. I meticulously reviewed my settings and delved into the Privacy section within the Settings menu, specifically navigating to the Camera settings. To my dismay, the options within the Camera settings page are inexplicably grayed out.
