There is a problem with the Windows 10 Photo Viewer application.
In the Windows 10 Photo Viewer, right-clicking on an image and selecting “Set as desktop background” or “Set as lock screen background” has no effect, but you can set the desktop background and lock screen in the Personalization settings. Furthermore, clicking ‘Settings’ while viewing an image also has no effect, but clicking “Settings” on the Photos app's home page works. I'm at my wits' end.

Sometimes, the right-click options in Photos are limited because they are just shortcuts to settings or don't trigger system actions directly.
