The Silent Overheater That Throttles You to 1999

My laptop consistently hits its thermal power limit during moderate workloads, causing sudden clock speed throttling and performance stuttering even when the system isn't under heavy stress. The fans spin loudly yet temperatures remain unusually high, and this happens despite normal usage, making me wonder if it's a BIOS power limit issue or a cooling system failure rather than normal protective behavior.

Some laptops can default to a severely restrictive power limit if key drivers are missing.
