The display settings and personalization options in the menu do not respond when tapped

When I right-click on an empty area of the desktop to select Display Settings or Personalization, no window or settings interface appears, although other right-click menu items work normally. Restarting File Explorer or the computer temporarily resolves the issue, but it eventually reoccurs.
