Need a bit more detail to help you. "And other devices on the network are working without issue", can these other devices load webpages OK, or does the problem affect them too? What version of Windows are you running? When you say 'proxy', do you mean VPN? (I ask this because when I'm on my VPN, there's batches of sites that won't load. Might be the same prob., reason's too long to put unless I know you've got the same prob!)
What error messages are you getting? That would help me a lot! I want to help, but need some of the above details otherwise it's too vague, too many possible answers.
