Perhaps your guess is correct. I encountered a similar situation on my Windows 11 computer before, caused by not disabling the proxy before my most recent shutdown. After making the following changes in the settings, my network returned to normal:
Under Automatic proxy setup, ensure Automatically detect settings is toggled ON.
Under Manual proxy setup, ensure a proxy server is toggled OFF.
