The best way to bulk convert images to PDF file on Windows 10?

You don’t need to install anything for this. Windows 10 already includes Microsoft Print to PDF.
Open the image in the Photos app, press Ctrl + P, and choose Microsoft Print to PDF from the printer list. Then adjust the paper size, orientation, and whether the image should fill the page. Click Print, choose where to save it, and Windows will create a PDF instead of sending it to a physical printer.
You can also select several images in File Explorer, right-click them, and choose Print to combine them into one multi-page PDF. Just make sure the files are arranged in the correct order before printing.
For a basic conversion, this is probably the simplest free and offline option.
