I ran into this exact issue a while back — most online converters compress your images way down before spitting out the PDF, so anything with fine text or detail ends up looking muddy.
What worked for me was finding a tool that lets you actually set the output DPI instead of using some auto/low default. I used SwifDoo's PDF converter as it lets you crank it up to 1200 DPI, which made a noticeable difference for scanned documents and detailed images.
