sysprep blocked in windows 10 1803

hi:

i wrote an unattend.xml to automatic  sysprep but when deploy multi windows 10,  5% vm will hang 

notice that another user is signed in if you continue.......

when i remote to this vm,it shows waiting for defaultuser0 to respond   then reboot VM

i do not know what casue it ,any suggestion?
