Some of Microsoft's Programs are not in English

All the settings configuration is correct but some of the Microsoft's Programs are outside of English:
For example --> Photos --> comes up in Hebrew!  Not all of Windows 10 are in other languages...
This was after the latest Version update

I did roll back (it reverted back to English) and updated it again and this is what I get!

Any advisories how I can get all the ones that are appearing in non-English (United States) back?
I've exhausted everything already!
