Snipping Tools

Win 10 Pro Version 10.0.15063 Build 15063

I have an issue with Snipping Tool, This has been pinned to my taskbar and now will not open, it launches but the snipping box doesn't appear. I have removed and readded but the issue in question remains. even when launched from the root folder still does the same thing, starts but just sit in the taskbar, with no snipping screen. Any Advice on how I can get it back to Its "Normal" state?
