snip and sketch make PChang
Hello,
Suggest you to run System File Checker scan:
1. Search for 'command prompt' using Cortana or Windows Search.
2. From results, right click on Command Prompt and select Run as administrator.
3. Type sfc /scannow command and press Enter key.
4. Let the command complete and then reboot the machine.
If issue still persists, perform clean boot:

As the system hangs, there is a possibility of file corruption. Running SFC scan is a good tool to identify that file corruption.
Additionally, have you tried resetting Snip & Sketch app or reinstalling it?

Done the scan, but seems good..
C:\Windows\system32>sfc /scannow

Beginning verification phase of system scan.
Verification 100% complete.Windows Resource Protection did not find any integrity violations.
C:\Windows\system32>
so far in these few days, it was running fine.
