Problem with the screenshot tool
I have a problem with the screen capture tool. When I record my screen on video for more than 10 minutes, I am unable to save it. I can either never open the tool window or it gives me a still image...

I believe Snipping Tool is not suitable for long videos.
You can use other third-party software for recording.
If you still want to use then reset the Snipping Tool:
Settings → Apps → Snipping Tool → Advanced Options → Reset
Also, clear temp:
Win + R → %localappdata%\Packages\Microsoft.ScreenSketch_8wekyb3d8bbwe\TempState
