Pop up message on start

Hi, I'm new here and needing advice.

Some weeks ago, for no apparent reason, I started getting this pop up message at the end of Windows start sequence:

It's not a show-stopper and it disappears when I click on the background but it is mildly irritating and I'd like it stop. Any help on how to do this would be gratefully received. Thanks.
