No, I prefer SCCM, because GPO makes things mandatory for end user. SCCM doesn´t.
On the other hand, with GPOs you shouldn't have the problems you are reporting... Am I correct?

I haven´t even tried GPOs with 1703. If my powershell scripts and registry import works perfectly with 1607, why I should suffer with 1703....
My point is, GPO is not the only solution you use in Enterprices....
