Periodic Stuttering for Several Seconds After Waking from Sleep in Windows 10

After the device wakes from sleep mode, brief periods of complete system freezing (mouse cannot move) occur every few minutes, followed by all interrupted operations resuming simultaneously as if fast-forwarded. This issue can currently only be temporarily resolved by restarting the computer. I would like to know the specific causes and a permanent solution.
