Periodic Stuttering for Several Seconds After Waking from Sleep in Windows 10
After the device wakes from sleep mode, brief periods of complete system freezing (mouse cannot move) occur every few minutes, followed by all interrupted operations resuming simultaneously as if fast-forwarded. This issue can currently only be temporarily resolved by restarting the computer. I would like to know the specific causes and a permanent solution.

Your issue with system freezes after waking from sleep—where the mouse becomes unresponsive for brief periods followed by a rapid resumption—is a common but frustrating problem. It can be caused by various hardware or software conflicts, driver issues, or power management settings.

Visit your motherboard, graphics card, and device manufacturer websites to download and install the latest drivers, especially for graphics, chipset, and storage controllers. Use Device Manager to check for driver updates: right-click each device, select Update driver, then choose Search automatically.

The symptoms you’re describing—brief system freezes after waking from sleep, followed by a sudden resumption of all activities—are often caused by hardware or driver conflicts, power management issues, or system resource problems.

In Device Manager, disable the “Allow the computer to turn off this device to save power” option for hard drives and USB controllers, and update the motherboard chipset drivers.
