You might be experiencing delayed Windows shell startup, which is tied to a few background services or startup apps misbehaving.
Open Task Manager then Startup apps and sort by "Startup impacts" .Disable anything you don't actively use especially OneDrive, Nvidia-related services or older background utilities.
