PC requires deep power cycling to turn on after being turned off for a few hpurs

Are you sure it actually requires the deep power cycle? The system might be trying to do a RAM scan, which can take a long time, even 20 minutes or more, to run based on how much RAM you have, and it will appear like the isn't starting. Usually any fan LEDs will turn on during this, but might not even spin. This process usually only occurs maybe once or twice a year, not sure what it's dependant on though, but it will keep trying until it has been run completely. Another possibility is your machine is hibernating or sleeping when you turn it off and something is corrupt with recovery. Even though it might say shut down in the menu, there could be a system setting to automatically hibernate. The hibernate could also be due to FastBoot, which you'll want to disable in the Bios, it's generally not worth it to have it turned on.
