PC gets stuck on loading screen with spinning dots

Where the computer either gets stuck on the loading screen with the spinning dots for an extended period or abruptly restarts during the boot process before ever reaching the login interface. After several forced shutdowns, I’m occasionally taken to the automatic repair screen, but that utility fails to resolve the underlying problem, and I’ve already tried disabling fast startup, checking my hard drive connections, and booting into safe mode without success, so I’m hoping someone can guide me through more advanced troubleshooting steps like rebuilding the BCD or using the bootrec commands to finally get my system running normally again.
