PC - Game doesn't launch :(

I've been playing genshin for a while now and my hoyoplay app works fine. i wanted to try hsr too and installed it but it doesn't launch. when i click play the game icon appears on my taskbar for about 4-5 seconds before going back to the hoyoplay app. no actual game window ever opens.

i tried =

- repairing

- uninstalling and reinstalling ( both the game and the launcher )

- running hoyoplay app and starrail.exe as admin

- updating graphics drivers and visual c++

- running the hoyoplay app and starrail.exe in compatibility mode

- excluding everything hoyo and starrail related on antivirus software
