No pop-up appears when clicking the Action Center icon in the Windows 10 system tray

When I click the Action Center icon in the lower-right corner of the taskbar, sometimes there is no response, and the notification panel fails to pop up, making it impossible to view or clear new system notifications. Restarting File Explorer or logging out of the account temporarily resolves the issue, but it may recur.
