Look for an easy way to bulk convert mp4 to animated gif on my Windows PC

Here's a more detailed walkthrough of using Photoshop to convert MP4 to GIF on Windows 11/10:
Go to File > Import > Video Frames to Layers. This opens your MP4 and converts it into a stack of layers, one per frame (or one per selected frame range).
Once imported, open the Timeline panel (Window > Timeline) and switch it to "Frame Animation" mode if it isn't already. Each layer becomes a frame you can reorder, delete, or adjust timing on individually. This is where Photoshop's advantage over simpler tools shows: you can crop, color-correct, apply filters, add text overlays, or paint out unwanted elements on specific frames before exporting, using all of Photoshop's normal editing tools.
Use File > Export > Save for Web (Legacy). In the dialog, select GIF as the format, then adjust color table, dithering, looping options and image size.
The preview pane shows estimated file size and download time in real time, which makes it easy to balance quality against size before converting mp4 to animated GIFs.
